I have a serious issue with broadband which im about to go insane over?

all isp oversell there servers. and prime time too many people useing it, renders slower speeds. one other small thing, software you have installed will use your connection to call home server. but depends what you have. i always recommand a third party firewall, it is a leanring cruve, but you control what goes out and in.
