In need of good orthopedic vet surgeon?

My dog has a torn cruciate ligament, I wanted to take him to the UC Davis VetMed Clinic but they cant get him in until March! I am a college student and need to find an affordable way to get his knee fixed. I am hoping to have an Extracapsular Stabilization done (seems to be the most affordable option) but Im struggling to find a vet who can perform that surgery outside of the UCD center. Does anyone know of someone who can help?
