Minor refusing partial mental hospitalization?

That varies by states. Some have outpatient commitment laws and some do not. While it may not be possible to force the 16 y.o. into such treatment, the alternative could be commitment to a residential treatment setting. It also depends on the family, and how far they're willing to go with the process. You may as well go, and get it over with.
